ECO Funding

Energy Company Obligation (ECO) is a government backed scheme to obligate larger suppliers to deliver energy efficiency measures to domestic properties in Britain.

ECO funding is energy saving installation measures paid for in part or full by the big six energy suppliers who are obligated by the government to provide funding towards your energy saving installation if you or your property qualifies.

Do You Qualify?

Under the Government’s new ECO grant scheme, if you are:

  • Living in a hard to treat property (solid brick, stone wall or thin cavity walls)
  • Live in a low income area or your property is adjoined onto a low income area
  • Receiving the certain benefits

Then you may be entitled to many FREE energy saving measures.

The Three ECO Obligations

Carbon Emissions Reduction Obligation (CERO)

To provide funding to insulate solid-walled properties (internal and external wall insulation) and those with ‘hard-to-treat’ cavity walls. These measures can be used in conjunction with the Green Deal.

The aim is to provide enough support to make these relatively expensive measures cost-effective with NO upfront cost to the end users via the Green Deal Scheme.

Home Heating Cost Reduction Obligation (HHCRO)

To provide heating and insulation improvements for low-income and vulnerable households (the ‘affordable warmth group’) who are in receipt of certain benefits. This includes actions that result in heating savings, such as the replacement or repair or a boiler.

Carbon Saving Communities Obligation (CSCO)

To provide insulation measures to people living in the bottom 15% of the UK’s most deprived areas. Postcodes in a low income area and postcodes adjoined to low income areas will qualify for CSCO funding.

What does the ECO Funding Scheme aim to do?

Through the ECO Funding Scheme, the Government aims to help 230,000 low-income households or those in low-income areas. Of the expected investment by suppliers of £1.3bn per year, there will be a 75:25 split between carbon and affordable warmth obligations.

ECO Funding sets overall targets for each of the above obligations, which are 20.9 MtCO2 savings under CSCO, and £4.2 billion savings under HHCRO. For each phase of ECO4, obligated suppliers wil be allocated a proportion of the overall targets, depending on each supplier’s relative share of the domestic gas and electricity.
